Dr. Vladan Petrov was born in Smederevo, on 4 July 1975. He graduated from the Faculty of Law, Belgrade University, in 1999 with GPA 9.80. He obtained his LL.M in 2002 by defending the thesis „The Conflict of Houses in a Bicameral System“ and defended his doctoral dissertation „The English Constitution - Its Nature and Structure“ in 20015. In 2000 he was appointed a teaching assitant for the course Constitutional Law at the Faculity of Law, Belgrade University, and in 2016 he was appointed a full professor of Constitutional Law and Parliamentary Law. He has been a bar examiner for the subjects Constitutional Law and Judicial Organization Law since 2017.
He advanced his professional training at the International Academy of Constitutional Law (L’ Académie Internationale de Droit Constitutionnel) in 2005.
At the invitation of the Faculty of Law of Kragujevac University, he worked as a lecturer and examiner of Constitutional Law at this faculty (2007-2009), and as an examiner in the state licence exam at the Ministry of Justice and State Administration (2012-2014). He worked as a lecturer and course coordinator of the Diplomatic Academy at the Ministry of Foreign Affairs (2012-2014).
At the invitation of the Constitutional Court, he took part in public hearings (on mandates of the deputies in 2011, on the Statute of the Autonomous Province of Vojvodina in 2013, and on the Brussels’s Agreement in 2014). At their invitation, he acted as an expert for numerous international non-government organisations - the OSCE, UNDP, etc.
Dr. Petrov is a member of the Venice Commission.
He was an Assistant Dean for academic affairs of the Faculty of Law, Belgrade University, and briefly also an Acting Dean (April-September 2018). In the period 2006-2018, he was a member of the publishing board of the journal Annals of the Faculty of Law in Belgrade. He has been editor of the section for constitutional matters of the Kopaonik School of Natural Law (since 2009). In the period 2012-2016, he was an associate of the Public Law Centre. He has been a member of the editorial board of The Collection of Papers by Teachers and Associates of the Faculty of Law in Niš, and a member of the supervising committee of the journal Science, Police, Safety. Editor-in-chief of the journal Archives of Legal and Social Sciences.
He has be a member of the Ministry of Justice working group for drafting the Law on the Constitutional Court since 2007, a member of the Home Committee at the Ministry of Education, Science and Technological Development (2017-2019), president of the Amnesty Committee of the President of the Republic (2015-2019), president of the Disciplinary Commission of Belgrade University (2016-2019), deputy president of the Statutory Committee (2016-2019) and president of the managing board of the Institute of Comparative Law in Belgrade (March - May 2019). He was a substitute member of the Commission for Implementation of the National Judicial Reform Strategy (2013 - 2018) and a member of the Working Group for Carrying out a Legal Analysis of the Constitutional Framework on Judiciary, as well as other working groups (for drafting the Glossary of the National Assembly, and for advancement and development of the Judicial Academy).
As a sole author, he wrote the textbook „Parliamentary Law“, and as a co-author two more textbooks, „Constitutional Law“ and „Human Rights“. He is a co-author of the manual for taking the bar examination in constitutional law, as well as the monograph „Constitutional Courts of the former Yugoslav Republics - theory, legal norm and practice“. He also authored a comparative study for the OSCE (with an associate Maja Prelić) of the relationship between the Constitutional Court and regular courts in practice.
He is the author of numerous scholarly and professional papers in the field of constitutional law - especially with regard to constitutional judiciary and parliamentary law, as well as of professional papers, published in Politika, Večernje novosti, Danas, Pečat, Vreme, NIN and other journals.
He can read and speak in English and French.
He lives in Belgrade. Has one son.
He was appointed a Judge of the Constitutional Court by the General Session of the Supreme Court of Cassation. He assumed his duty of a Constitutional Court Judge on 9 May 2019, by taking the oath before the president of the National Assembly.
