Dragana Kolarić, née Milićević, was born on 15 April, 1973, in Belgrade. She completed Zemun Grammar School in the school year 1991/1992. In 1992, she enrolled as a full-time student the Faculty of Law, the University of Belgrade. As one of the best students of her generation, she was awarded with distinction and honours in 1993 and 1995, for the success achieved in acquiring knowledge and mastering the curriculum. She graduated on 20 November 1996, with nine-point-thirty-one GPA.
On October 1 1997, she started working at the Police Academy as a teaching assistant for the subject Criminal Law. Dragana Kolarić LLM was appointed assistant for the subject Criminal Law at the Police Academy in May 2001. She defended her doctoral thesis under the title „The Criminal Offence of Murder in our Criminal Law“ on July 2, 2007, at the Faculty of Law, the University of Belgrade. At the session held on 9 June 2008, the Academic Council of the Criminal-Police Academy appointed Dr. Dragana Kolarić docent, and in February 2012, Associate Professor for the scientific field of Penal Law, in the subject Criminal Law - general part. On 24 March 2016, the Senate of the Higher Education Institution made a decision to appoint Prof. Dr. Dragana Kolarić Professor in the specialised field of Penal Law, for the subject Criminal Law - general part. From her appointment as docent, Dragana Kolarić has been teaching the following subjects at the Criminal-Police Academy: Criminal Law - general part (undergraduate studies), Criminal Law - general and specialized part (specialized studies), International Criminal Law (master programme).
Prof. Dr. Dragana Kolarić has been actively involved in the curriculum implementation at the Faculty of Law, the University of Belgrade (teaching master modules of criminal law and constitutional law), at the University of Belgrade master studies (department of „Terrorism, Organized Crime and Safety“ - teaching the subject Criminal Law Aspects of Fight Against Terrorism, Organized Crime and Corruption), and, since the academic year 2015/2016, at the master’s level of the Faculty of Law, the University of Novi Sad, teaching the subjects Criminal Law Suppression of Organised Criminality, Terrorism and Corruption; Human Trafficking; and, Interpretation in Criminal Law. She has participated in a large number of commissions for the defence of doctoral, master and specialist theses, both as a mentor and a member
Prof. Dr. Dragana Kolarić is the author of a great number of papers presented at international conferences, scholarly conferences of leading national importance and national importance, original scholarly articles and review articles, as well as several monographs and handbooks. She has been actively involved in a large number of research projects. In the period 2013 - 2016, she was editor-in-chief of NBP - Žurnal za kriminalistiku i pravo (NBP - Journal of Criminalistics and Law). She has been on the editorial board of the magazine Revija za kriminologiju i krivično pravo (Criminology and Criminal Law Review) published by the Serbian Association for Criminal Law Theory and Practice and the Institute of Criminological and Sociological Research. She is a member of the editorial board of the Constitutional Court Bilten.
She has been a reviewer of the following magazines: Teme (Topics), Srpska politička misao (Serbian Political Thought), NBP - Žurnal za kriminalistiku i pravo (NBP - Journal for Criminalistics and Law), Bezbednost (Safety), Anali Pravnog fakulteta u Beogradu (Annals of the Faculty of Law in Belgrade). She has participated in a great number of research projects.
From February 2013 to 12 April 2016 she was holding the position of Vice-Dean in charge of research at the Criminal-Police Academy. From 13 April 2016 to 21 December 2016 she was an Acting Dean of the Criminal-Police Academy. She no longer performs this function since she was elected as a Constitutional Court judge.
On 25 July 2013, the National Assembly of the Republic of Serbia appointed Prof. Dr. Dragana Kolarić as a member of the Anti-Corruption Agency Board. She was elected president of the Anti-Corruption Agency Board on 9 March 2016. Her term in office as a member and president of the Board expired on 20 December 2016. The Ministry of Justice of the Republic of Serbia appointed Prof. Dr. Dragana Kolarić on several occasions as a member of the Working Group for drafting amendments to the Criminal Law of Serbia and the Law on Anti-Corruption Agency. Prof. Dr. Dragana Kolarić was a reviewer of the Commission for Accreditation and Quality Assurance. She has been a member of the Presidency of the Serbian Association for Criminal Law Theory and Practice since December 2014.
Since June 2018, she has been an honorary member of the Association of Prosecutors of Serbia.
She was appointed a Constitutional Court Judge in December 2016. She is president of the board for constitutional appeals in the field of criminal law.
