Prof. Dr. Milan Škulić was born in Pančevo, on 4 May 1968. He graduated from the Faculty of Law, Belgrade University, on 21 October 1992, with nine-point-seventy-four GPA. He worked as a volunteer at the Pančevo Municipal Court, where he also did his court internship from 1993 - 31 January 1995. On 1 February 1995, he started working at the Faculty of Law, Belgrade University. At the same Faculty, on 5 April 1996, he defended his master's thesis „Inspection and Crime Versions“, and on 24 March 1999, he completed his doctor's degree, having defended his dissertation „Children and Minors Delinquency - Criminal Procedure and Crime Aspects“. In 2009, he was appointed Professor in the scientific field of Criminal Law at the Faculty of Law of Belgrade University, for the subjects Criminal Procedural Law and Criminalistics. He works as the Head of the Criminal Law Department at the Faculty of Law, Belgrade University, and teaches Criminal Procedural Law, Criminalistics, Organized Crime, International Criminal Law and Criminal Law for Minors.

Prof. Dr. Milan Škulić acted in the capacity of the Vice-President of Viktimološko društvo Srbije (Victimology Society of Serbia). He is on the managing board of the International Criminal Law Association of Serbia. For years he collaborated with the Committee of FR Yugoslavia for collecting data on crimes against humanity and international law, by writing a few reports on the crimes committed in the former Yugoslav Republics - Croatia and Bosnia and Herzegovina. He is an honorary member of the Association of Public Prosecutors and Public Prosecutors Deputies of the Republic of Serbia. He was President of the Association of Lawyers of Serbia (2011-2016), an elected member of the State Prosecutorial Council from among the faculties of law professors (2009-2014), and a member of the High Council of Judiciary of the Republic of Serbia (2015-2016). In the period June 2006 - end of 2007, Prof. Dr. Milan Škulić acted in the capacity of Secretary General of the Secretariat for the Implementation of the National Strategy for Reformation of the Republic of Serbia Judiciary. He was a member of the Government of Serbia Children’s Rights Council, of the Ministry of Health Ethical Committee, and the National Science and Research Development Council.

Prof. Dr. Milan Škulić gave numerous lectures in scholarly and expert gatherings and conferences, both in Serbia and abroad. He was repeatedly hired and as an expert for the scientific and expert fields within his expertise, and took part in several national and international scientific and research projects. With the goal of scientific and expert advancement, Prof. Dr. Milan Škulić stayed abroad on study visits as a beneficiary of prestigious international scholarships. In the period 2003 - 2005, as a Humboldt Foundation scholarship holder (Alexander von Humboldt Stiftung), he did research on the topic „The International Criminal Court - Competence and Proceedings“  at the Max Planck Institute for International and Comparative Criminal Law in Freiburg, Germany.

He is the editor-in-chief of „ Arhiva za pravne i društvene nauke“ (An Archive for Legal and Social Sciences), the oldest journal in the field of social sciences in Serbia (founded in 1906). He was the editor-in-chief of „Revija za kriminologiju i krivično pravo“ (Review of Criminology and Criminal Law). He is on the editorial board of „Anali Pravnog fakulteta u Beogradu“ (The Annals of the Belgrade Faculty of Law). He speaks English and German. He was invited to give lectures in most countries of the former SFRY, as well as in Germany and Switzerland, and went on short study visits to judicial institutions in many European countries - Germany, France, the Netherlands, Spain, Portugal, etc., as well as in the USA and Canada.

Prof. Dr. Milan Škulić is the author of more than 50 books (textbooks, monographs and greater wholes in monographs), published in Serbian, English and German, and he published more than 250 scholarly and expert articles from the field of Criminal Procedural Law, Criminalistics, International Criminal Law, Criminal Law and other criminal sciences. In the daily paper „Politika“, in the section „Pogledi“ (Views), he published a great number of short articles concerning criminal law and judiciary, which are not strictly scholarly and are written for a wider readership.

Milan Škulić was elected as a judge of the Constitutional Court by the National Assembly of the Republic of Serbia on December 16, 2016. He took office on December 23, 2016, by taking the oath before the President of the National Assembly.

On March 5, 2020, at the session of the Constitutional Court, he was elected as the Deputy President of the Constitutional Court.

He was re-elected as the Deputy President of the Constitutional Court on February 23, 2023 and assumed the position on March 5, 2023.
